   Owners dictate the budget and the program of the project- which translate to size, height, and prominence or eye sore.
   Building agency enforce codes
   Zoning agency enforce open space requirements and parking, access, setbacks, etc.
   Architects and Civil engineers deal with it on a daily basis so it’s not anything out of the norm of our profession.
